This documentary film shows the reasons --- according to the DDR --- as to why the Berlin Wall had to be erected. Germany's situation since its capitulation in May 1945 is shown, along with the Berlin's special status as a city divided by four occupying powers as laid out in the Potsdam Conference of July of that year. The development of both East and West Berlin since then is shown courtesy of archival film works from the DDR, the USSR, Czechoslovakia, the U.S., France, Great Britain and the BRD. Those films show reconstruction in both parts of the city; the founding of the new magistrate in Berlin; the establishment of the Allied Kommandatura and life in the city until 13 August 1961, when the DDR blocked off access to West Berlin from all sides. Being an East German production, the film stresses the reconstitution of the secret intelligence services in the West; the decline of morality; the blocking of DDR citizens into the western parts of Berlin; and the role of Berlin as a base of expansion for NATO. In contrast to all that, East Berliners are shown rebuilding their city with a determination to maintain peace, but who'll defend the achievements of Socialism with force, if necessary. The events in the film are constantly interrupted with scenes from the Third Reich, which are often compared to the politics of West Germany.

Dieser Dokumentarfilm zeigt die Beweggründe - aus Sicht der DDR - die zum Bau der Mauer führten. Gezeigt wird die Situation Deutschlands ab Mai 1945 und die Besonderheiten des Viermächte-Status nach der Konferenz von Jalta und der Potsdamer Konferenz. Anhand von Aufnahmen durch Kameraleute aus der DDR, der UdSSR, der CSSR, den USA, Frankreich, Großbritannien und der Bundesrepublik Deutschland zeigt der Film die Entwicklung beider Teile Berlins von den Nachkriegsjahren mit der Neugründung des Berliner Magistrats und der Einrichtung der Alliierten Kommandantur bis zu den Tagen nach dem 13. August 1961. Für den Westteil der Stadt wird vor allen Dingen der Aufbau der Geheimdienste, der moralische Verfall, die Abwerbung von DDR-Bürgern und die Rolle als NATO-Stützpunkt dargestellt. Im Gegensatz dazu wird besonders der friedliche Wiederaufbau im anderen Teil der Stadt Berlin hervorgehoben, deren Bürger entschlossen sind, ihre Stadt und ihre Errungenschaften zu verteidigen. Die Chronologie des Films wird häufig durch Rückblicke auf Ereignisse des Dritten Reiches unterbrochen, dabei werden Vergleiche mit der Politik der Bundesrepublik gezogen.
