Ann Gordon und ihre kleine Tochter werden in ihrer New Yorker Wohnung Opfer eines unbekannten Mörders. Der erste Verdacht richtet sich gegen Anns Ehemann Francis Gordon; er hat jedoch ein lückenloses Alibi und von sich aus den Privatdetektiv Sam Parker beauftragt, nach dem Täter zu suchen. Sam Parker ist ein alter Freund von Jerry Cotton, der zusammen mit seinem Freund und Kollegen Phil Decker offiziell die Ermittlungen führt. Ein zweiter Mord an einem gewissen Jackson geht auf das Konto desselben Täters; als der unbekannte Täter auch Linda Carp, die Frau eines reichen Geschäftsmanns, umbringen will, kann Cotton den Mord in letzter Sekunde verhindern. Der Killer wird anschließend seinerseits von einem Unbekannten umgebracht. Damit sieht sich der FBI-Agent in seinem Verdacht bestärkt, dass eine geheimnisvolle Organisation hinter diesem Verbrechen stehen dürfte. Um ihr das schmutzige Handwerk zu legen, setzt Jerry Cotton mehr als einmal sein eigenes Leben aufs Spiel. 

Ann Gordon and her little girl become the victims of an unknown killer in their New York apartment.  The honor of being top suspect in the crime falls on her husband, Francis Gordon.  He, however, has an airtight alibi; and in New York in the late 60s, there's nothing unusual about someone being murdered just for the sport of it.  In any event, Francis has gone out on his own and hired P.I. Sam Parker to find out whom among the millions of New Yorkers is a murderer (the movie would've ended in ten minutes had he been paid to find a New Yorker who wasn't a potential killer).  Sam Parker just happens to be an old friend of Jerry Cotton, who, along with his friend and colleague Phil Decker, is running the murder investigation.  Then a second murder takes place and it's obvious the same killer's involved.  When an attempt is made on the life of Linda Carp -- the wife of a well-off businessman -- Cotton's only able to prevent Murder Number Three at the very last moment.  Before Jerry can convince the murderer that the third time is not the charm, someone goes and kills the killer!  Thus, the FBI agent's hunch that a secret organization is behind the killings is a good one.  Jerry Cotton's going to put his own life on the line to stop all these killings giving New York a bad name.
