Cars are being stolen left-and-right in Hamburg's Red Light district and Detective Norbert Wilms is doing his best to find out who's responsible. In the meantime, Katja pays her father a visit after losing her job and wants to move back home. Daddy lets her, but she soon notices something's not quite right in her old home. It doesn't take her long to discover her father's being blackmailed by a brutal gang of car thieves, who are forcing him to work with them. Like all entitled children, Katja doesn't feel the need to go out and look for work to pay her fair share of the bills, but she does criticize daddy for working for bad men and taking their dirty money. While unemployed Katja waits for someone to pay off her student loans and provide health care at someone else's expense, the gangsters are feathering their nest at the Rio Rita Bar, where a girl with cat's eyes bewitches every man she meets (except guys who are into dogs).

Unterdessen kehrt Katja zurück zu ihrem Vater, sie hatte berufliches Pech gehabt und möchte bei ihm unterkommen. Bald schon merkt sie, dass in ihrem alten Zuhause etwas nicht stimmt. Ihr Vater wird von einer brutalen Autoschieberbande zur Mitarbeit erpresst. Dreh- und Angelpunkt dieser kriminellen Machenschaften ist die Rio Rita Bar, wo das Mädchen mit den Katzenaugen die Männer betört.
